Huang Yanzhong, Senior Fellow at the Council on Foreign Relations (CFR) Global Health, told AFP that the discrepancy revealed by the CDC's data could point to possible underreporting due to the chaos in late January and early February. The CDC said that only 0.44 percent of people in central Hubei province outside of Wuhan had developed antibodies to the virus. The lockdown, which was implemented for 77 days in the city, helped prevent the spread of the disease.
