
During the discussion on the Government of the National Capital Territory of Delhi (Amendment) Bill, 2023, a heated exchange took place in the Rajya Sabha on Monday between the ruling BJP and the opposition parties, especially the Aam Aadmi Party (AAP). During the discussion, BJP member Anil Jain alleged that the AAP government in Delhi is involved in corruption, half a dozen party leaders are in jail and the current chief minister is their leader.
Expressing strong objection to this remark, Dr. V. Shivdasan of CPI(M) raised the issue under Rule-238 and claimed that Jain had given derogatory statements against the Chief Minister and also taken his name. AAP member Sandeep Kumar Pathak also raised the same issue under the same rule and said that charges cannot be leveled against the chief minister and former deputy chief minister as the matter is sub judice.
AAP member Raghav Chadha raised the point of order under rule-110 and said that a member cannot deviate from the subject and should speak on the bill itself. During this, Rajya Sabha Chairman Jagdeep Dhankhar asked Pathak to provide details of the issue pending before the court. CPI member Jan Britas raised the point of order under Rule-240 and said that the discussion cannot be irrelevant.
RJD member Manoj Jha raised the issue of order when BJP's Surendra Singh Nagar leveled allegations against the Delhi government and AAP leaders. Nagar termed the Delhi chief minister as a person who does not keep his promises. Participating in the discussion, Trinamool Congress's Derek O'Brien asked sarcastically,
O'Brien also asked how many delegations the central government has sent to states like Assam where crime against women is highest. Intervening during this, Dhankhar cautioned the Trinamool member to keep his speech focused on the Bill and removed some of his other remarks against the Prime Minister and some other ministers.
When O'Brien raised issues related to corruption, the ruling party opposed it. He also said that the Prime Minister should have been present during the discussion on the Bill. Dhankar invited BJP member Kavita Patidar to participate in the debate. But when O'Brien continued his speech, the Speaker was forced to name the Trinamool leader.
He accused Bryan of disrupting the debate in the House. Earlier, JMM member Mahua Maji and Congress member Ajit Kumar Bhuiyan opposed the bill, calling it undemocratic and against the federal structure of the country. RJD MP AD Singh opposed the bill.
