In this week's summit, China will be represented by its Prime Minister Li Qiang and Russia will be represented by its Foreign Minister Sergei Lavrov. Putin recently telephoned Prime Minister Narendra Modi to inform him that he was unable to attend the summit as he had to concentrate on military operations in Ukraine.
The Russian President also did not attend the last G-20 summit held in the Indonesian city of Bali in December last year. It is believed that an arrest warrant has been issued against him from the international court in the case related to the attack on Ukraine, due to which he is avoiding foreign tours.
Earlier, Russian President Vladimir Putin had also said that he would not attend the summit to be held in India. Instead of Putin, Lavrov will attend the summit and is expected to attend two plenary sessions on September 9 and 10, according to a statement issued by the Russian Foreign Ministry. Lavrov is scheduled to hold several bilateral talks and contacts on the sidelines of the summit.
