Had President Putin attended the summit, it would have been the first time since the start of the Ukraine war that the two leaders would be on the same stage. Putin wanted to avoid this. At the same time, America and Western countries had also made a plan to condemn Russia's attack on Ukraine. To avoid all this, Putin avoided this conference.
