The seven-page agreement, titled 'Negotiations between the Government of Pakistan and the TTP', was signed on 9 May 2022 in Kabul. By the time the intelligence leadership was briefing parliament, the release of Taliban prisoners had already begun. Two top commanders, Muslim Khan (a death sentence for killing 31 civilians and soldiers) and Mahmud Khan (20 years sentence for kidnapping Chinese engineers), were secretly released. At the second parliamentary briefing in early July, an MP learned that two TTP commanders had been released under the President's clemency.

The army had agreed to lift the ban on TTP. The TTP was considering issues such as freedom of armed movement in Pakistan and the implementation of Sharia law in Malakand.
