The Government of India has reduced the sugar stock limit for bulk dealers from 30 days to 15 days between September 1 and November 30 to curb soaring sugar prices ahead of Ganesh Chaturthi, Dussehra and Diwali.
The Government of India has announced a stricter sugar stock limit to control rising prices ahead of the festive season. Under the new notification, dealers consuming more than 10 metric tonnes of sugar per month will be allowed to hold inventory for only 15 days.
The revised rule will be effective from September 1 to November 30, 2026, covering the period when sugar demand typically peaks due to major festivals such as Ganesh Chaturthi, Dussehra and Diwali.
Why has the government reduced the sugar stock limit?
The Centre has taken the decision after sugar prices continued to rise despite earlier restrictions. Last month, wholesalers were permitted to hold up to 30 days of stock, but prices still climbed by nearly 10%, touching record levels.
By reducing the inventory limit to 15 days, the government aims to discourage excessive stockpiling and improve the availability of sugar in the domestic market.
Festive season demand drives sugar consumption
Sugar consumption rises sharply between August and November as food manufacturers increase production for festive demand.
Bulk consumers include:
Biscuit manufacturers
Confectionery companies
Sweet and bakery producers
Processed food industries
These companies usually build inventories well in advance, creating additional pressure on supply and prices.
Why are sugar prices rising?
Several factors have contributed to the recent surge in sugar prices:
Lower sugarcane output due to erratic rainfall and dry weather
Higher festive demand from food manufacturers
Increased procurement by bulk buyers
Concerns over domestic sugar availability
Since sugar is an essential household commodity, controlling prices has become a priority for the government.
Export restrictions remain in force
India had already imposed restrictions on sugar exports earlier to safeguard domestic supplies.
The export ban covers:
Raw sugar
White sugar
Refined sugar
The restriction is currently scheduled to remain in force until September 30 or until further government orders.
What it means for consumers
The government's stricter inventory cap is intended to prevent hoarding, stabilize retail sugar prices and ensure adequate supplies during the festive season. While discussions on additional measures such as improving domestic availability continue, the 15-day stock limit is the first major intervention aimed at keeping prices under control before India's busiest festival period.
