ATS has started the action by registering a case against Zakir under UAPA. Along with Zakir, the other two suspects Rizwan Momin and Irfan Sheikh have been kept in custody by the ATS till October 11.

Mumbai ATS is also looking into this matter by connecting it with D Company i.e. Dawood Connection. Because Samir Kalia, on whose behest Zakir was arrested, was funded by Sameer Kalia's D company. Weapons were also provided to him by D Company. In such a situation, Zakir's connection can also be with D Company.

The ATS also suspects that Zakir may have connections with Pakistani intelligence agency ISI. In the earlier interrogation, Zakir himself had confessed that he was in contact with a person sitting abroad and he used to get instructions from there. It is believed that Zakir was in the midst of a major terrorist attack in Mumbai.
