According to top officials of the Ministry of Home Affairs, Doval arrived in Markaz around 2.00 pm on March 28-29 and asked Maulana Saad to get the occupants investigated for the Kovid-19 infection. Shah and Doval were aware of the situation as security agencies tracked nine test-positive Indonesians to Karimnagar in Telangana after arriving from Markaz on 18 March. The security agencies sent an alert to all state police and auxiliary offices about the Markaz infection the next day.

 

While Markaz allowed 167 Tabligi activists to be hospitalized on 28 and 29 March, it was only after Doval's intervention that the Jamaat leadership cleaned the mosque. Doval has built very close ties with various Muslim movements in India and abroad over the past decades. He knows almost all Muslim ulemaas and spends time with them to form a national strategy for the country.

 

The operation has now moved to Phase 2. In it, security officials say the effort is to locate all foreigners who are in India, are medically examined and then closely monitored for violating visa norms. Marca in Delhi had 216 foreign nationals, but there are more than 800 in different parts of the country. Most of them are citizens of Indonesia, Malaysia and Bangladesh. Since January, the Home Ministry has said, about 2,000 foreigners have attended the Markaz congregation. Initial reports indicated that almost all of them entered India on a visa for tourists, violating the terms of their visas.
