MHA Launches MRM Portal: Know the Complete Process to Recover Money Lost in Cyber Fraud

With cybercrime cases such as OTP scams, phishing attacks, UPI fraud, and so-called "digital arrest" scams increasing across India, the Ministry of Home Affairs (MHA) has introduced a major relief measure for victims. The Indian Cyber Crime Coordination Centre (I4C), operating under the Ministry of Home Affairs, has launched the Mobile Restoration Module (MRM), a new online platform designed to simplify the process of recovering money lost in cyber fraud.

 

The new portal allows eligible victims to submit refund requests online without repeatedly visiting police stations, government offices, or banks. Officials say the initiative is aimed at making cyber fraud recovery faster, more transparent, and more accessible for citizens.

What Is the MRM Portal?

 

The Mobile Restoration Module (MRM) is a dedicated refund management platform launched under the National Cyber Crime Reporting Portal (NCRP).

 

Its primary purpose is to help cybercrime victims recover funds that have been frozen in fraudsters' bank accounts following timely reporting of a cybercrime incident.

 

According to officials, the portal acts as a bridge between victims, law enforcement agencies, and banks, streamlining the refund process through a centralized digital system.

 

Who Is Eligible to Receive a Refund?

 

The Ministry has defined two key eligibility conditions:

 

1. The Cybercrime Must Be Reported Immediately

 

Victims must report the incident either through:

 

Cybercrime Helpline 1930

National Cyber Crime Reporting Portal

 

Prompt reporting increases the chances of freezing the fraudulently transferred funds before they are withdrawn.

 

2. The Fraudulent Funds Must Be Frozen

 

A refund can only be processed if the money transferred to the scammer's account has been successfully frozen by authorities.

 

If the funds have already been withdrawn or cannot be traced, the refund process cannot proceed through the MRM portal.

 

Three Categories of Refund Claims

 

To simplify processing, authorities have divided refund requests into three categories.

 

Category 1: Frozen Amount Below ₹50,000

 

If the total frozen amount is less than ₹50,000:

 

FIR is not required

Court order is not required

Refund can be processed based on the police complaint

Category 2: Amount Above ₹50,000 Across Multiple Accounts

 

If the total frozen amount exceeds ₹50,000 but is spread across multiple accounts, with no individual account containing more than ₹50,000:

 

FIR is not mandatory

Court order is not required

Refund can still be processed through the portal

Category 3: More Than ₹50,000 in a Single Account

 

If more than ₹50,000 is frozen in one bank account:

 

FIR is mandatory

Court order may be required

Additional verification procedures will be conducted

 

Once approved, police authorities upload necessary documents, including indemnity bonds and notices, after which the bank processes the refund.

 

Step-by-Step Guide to Submit a Refund Request

 

Victims should keep the following documents ready before applying:

 

Bank account details

PAN card (digital copy)

14-digit NCRP Complaint ID

Registered mobile number

Step 1: Visit the MRM Portal

 

Access the official MRM portal and select the Citizen Login option.

 

Step 2: Log In Using Your Registered Mobile Number

 

Use the same mobile number that was registered while filing the complaint on the NCRP portal.

 

Step 3: Verify Through OTP

 

Enter the OTP received on your registered mobile number to complete login.

 

Step 4: Raise a Refund Request

 

Navigate to the "Raise Refund Request" section and enter your 14-digit Complaint ID.

 

The system will display details of the frozen amount linked to your complaint.

 

Step 5: Upload PAN Card and Bank Details

 

Provide:

 

PAN card copy

Bank account number

IFSC code

 

The refund amount will be credited to this account after approval.

 

Step 6: Upload Court Order (If Applicable)

 

If required under your claim category, upload a digital copy of the court order.

 

Step 7: Submit the Declaration

 

Tick the declaration checkbox and submit the application.

 

How to Track Refund Status

 

After successful submission, the portal generates a unique request ID beginning with "MR".

 

Victims can use this ID to monitor the status of their refund application and track progress online.

 

Why the MRM Portal Is Important

 

Cyber fraud complaints in India have increased significantly in recent years, with scammers using sophisticated tactics such as:

 

OTP fraud

UPI scams

Fake investment schemes

Loan app frauds

Digital arrest scams

Impersonation fraud

 

Until now, many victims faced lengthy procedures involving multiple agencies before receiving refunds.

 

The MRM portal centralizes the process, reducing paperwork and making recovery efforts more efficient.

Cybersecurity experts believe that quick reporting remains the most important factor in recovering lost funds.

 

Victims are advised to:

Immediately call 1930 after discovering fraud

File a complaint on the NCRP portal without delay

Preserve transaction records and screenshots

Monitor bank accounts regularly

 

The sooner authorities are notified, the greater the likelihood of freezing fraudulent transactions and recovering the money.
