One Nation One Poll: Changes in JPC formed for 'one country-one election'; discussion of name of BJP MP for chairman

The central government has proposed to increase the number of members of the Joint Committee of Parliament. The committee will review two bills proposing to hold simultaneous elections in the country. The number of members of this committee has been increased from 31 to 39. This will enable more parties to get representation. The list of Lok Sabha MPs proposed by the government now includes one member each from Shiv Sena (UBT), CPI (M) and Lok Janshakti Party (Ram Vilas), besides two from BJP and one from Samajwadi Party.

 

Meanwhile, it is being told that BJP MP Bhartruhari Mahtab can be made the chairman of the JPC constituted to consider the possibilities of holding simultaneous elections in the country. According to sources, Mahtab is being considered to be the chairman of the Joint Committee of Parliament, which will consider in detail two bills proposing to hold simultaneous elections. Official sources said that the post of chairman of this important committee is sure to go to BJP. Mahtab's parliamentary experience can go in his favor. Mehtab, a seven-time Lok Sabha member from Odisha, is a part of the 31-member JPC. It also includes senior leaders like Anurag Thakur and PP Choudhary.

 

Let us tell you that the agenda of the House on Friday includes a proposal by Union Minister Arjun Ram Meghwal, which proposes to send both bills to a joint committee. This committee includes 27 members of the Lok Sabha and 12 members of Rajya Sabha. The new Lok Sabha MPs proposed to join the committee include BJP's Baijayant Panda and Sanjay Jaiswal, SP's Chhotelal, Shiv Sena (UBT)'s Anil Desai, LJP's Shambhavi and CPI (M)'s K. Radhakrishnan.

 

The committee will discuss two bills, including the review of bills related to the 'one nation-one election'. Apart from this, the bill amending the Constitution will also be reviewed. Apart from former Union Ministers Anurag Thakur and PP Choudhary, Bhartruhari Mehtab from BJP and Congress' Priyanka Gandhi Vadra are also among the Lok Sabha members proposed for the panel. Among the Lok Sabha members, there are 17 members of the BJP-led National Democratic Alliance, including 12 members of the BJP.

 

Why was the number of members increased?

 

Former Maharashtra Chief Minister and Shiv Sena UBT leader Uddhav Thackeray and some other parties had said that none of their members have been included in the committee. Due to this, the number of members of the committee has been increased. However, the government wanted to include all political parties in the committee. Still, no member of Nitish Kumar's Janata Dal-United and Chandrababu Naidu's Telugu Desam Party is included in it. At the same time, the names of Rajya Sabha members have not been decided yet.

 

Earlier, MPs of these parties had got a chance.

 

Earlier, among the 21 members of the Lok Sabha, 10 from BJP, 3 from Congress, and one member each from SP, DMK, TMC, TDP, NCP Sharad, Shiv Sena Shinde, Jansena and RLD were given place.

 

Proposal of names of these MPs

The government on Tuesday introduced two Constitution Amendment Bills in the Lok Sabha to hold Lok Sabha and Assembly elections simultaneously. After introducing the bill, the Law Minister had announced to send it to the JPC. Apart from PP Choudhary, 9 BJP Lok Sabha MPs, former Union Ministers Purushottambhai Rupala, Bhartruhari Mahtab, Anil Baluni, CM Ramesh, Bansuri Swaraj, Vishnu Dayal Ram and Sambit Patra will be part of the panel. 3 Congress MPs Priyanka Gandhi, Manish Tiwari and Sukhdev Bhagat, SP's Dharmendra Yadav, TMC's Kalyan Banerjee, DMK's TM Selvaganapati, TDP's GM Harish Balayogi, NCP (Sharad)'s Supriya Sule, Shiv Sena's Eknath Shinde, Jansena's Balashouri Vallabhaneni and RLD's Chandan Chauhan have been given a place in the committee. The Kovind Committee submitted its report to President Draupadi Murmu in March this year.

 

The report of the Kovind Committee on 'One Country, One Election' was approved by the Union Cabinet on 18 September.

 

On December 12, amid the winter session of Parliament, the Union Cabinet headed by Prime Minister Narendra Modi approved the 'One Nation One Election' Bill.

 

The central government introduced it in the House in the winter session of Parliament.

 

Important recommendations of the committee

The committee has said in its report that the recommendations for simultaneous elections will be implemented in two phases. In the first phase, Lok Sabha and assembly elections will be held simultaneously. In the second phase, local body elections (panchayat and municipality) will be held within 100 days of the general elections. Under this, a common voter list will be prepared for all elections. For this, detailed discussions will be started across the country. An implementation group will also be formed. It is believed that the total number of amendments and new inclusions in the Constitution for 'One Country One Election' is 18.
