
India Moves Towards a 100% Ethanol Fuel Future
India could soon witness a massive transformation in its fuel ecosystem as the Central Government accelerates plans to expand the use of 100% ethanol fuel, also known as E100.
The government is preparing a nationwide rollout of dedicated ethanol fuel stations in an effort to:
Reduce dependence on imported crude oil
Lower fuel import bills
Promote clean and indigenous fuel
Support the rural and agricultural economy
According to reports, nearly 5,000 E100 fuel stations are expected to become operational across India within the next two years.
The Ministry of Petroleum has reportedly conducted high-level meetings with automobile manufacturers and Oil Marketing Companies (OMCs) to fast-track the implementation of the project.
150 E100 Fuel Stations to Open in the First Phase
The government has already prepared a phased rollout strategy for the ambitious ethanol expansion plan.
First Phase
Within the next month, around:
150 E100 fuel outlets
are expected to start operations in:
Delhi
Mumbai
Pune
Nagpur
Second Phase
Over the next 6 to 12 months, the network will expand further into major cities, including:
Delhi-NCR
Bengaluru
Chennai
Hyderabad
Kolkata
Maharashtra regions
During this stage, around:
500 additional ethanol fuel stations
are likely to be launched.
Final Target
The long-term objective is to establish:
5,000 E100 fuel pumps across India within 24 months.
Flex-Fuel Vehicles Are Already Ready
India’s leading automobile manufacturers have reportedly already developed Flex-Fuel Vehicles (FFVs) compatible with ethanol fuel.
Major companies involved include:
Maruti Suzuki
Hyundai
Tata Motors
Toyota
Mahindra
Hero MotoCorp
TVS Motor Company
Industry experts believe the absence of large-scale E100 fuel availability was one of the main reasons these vehicles were not launched commercially earlier.
Now, with the government pushing ethanol infrastructure aggressively, the rollout of FFVs may accelerate rapidly.
Why the Government Is Promoting Ethanol Fuel
India currently imports nearly:
85% to 90% of its crude oil requirements
This places enormous pressure on the economy.
In FY2026 alone, India reportedly spent:
₹10.9 lakh crore on crude oil imports.
According to Deepak Balani, Director General of the Indian Sugar and Bioenergy Manufacturers Association (ISMA):
“100% of India’s ethanol is produced domestically.”
This means the ethanol ecosystem could:
Reduce foreign oil dependence
Strengthen energy security
Boost domestic manufacturing
Support sugarcane farmers
Improve rural incomes
Experts estimate that nearly:
70 to 80 million farmers
could benefit directly or indirectly from increased ethanol production.
Could Ethanol Fuel Become Cheaper Than Petrol?
Industry bodies are now demanding major price advantages for E100 fuel to encourage public adoption.
The Society of Indian Automobile Manufacturers (SIAM) has reportedly suggested that:
E100 ethanol should be priced at least 30% cheaper than petrol.
The reason behind this demand is that:
Flex-fuel vehicles may deliver slightly lower mileage compared to petrol vehicles.
Lower fuel prices could offset the mileage difference for consumers.
If implemented effectively, ethanol fuel could become significantly more affordable than conventional petrol in the future.
Current Challenges Facing E100 Fuel
Although ethanol expansion plans are gaining momentum, certain challenges still remain.
According to officials from Indian Oil Corporation:
E100 fuel had already been launched at around 400 retail outlets on a pilot basis.
However, sales remained below 0.5%.
The primary reason:
Very few compatible flex-fuel vehicles are currently available on Indian roads.
Experts believe that simultaneous expansion of:

Pricing incentives
will be crucial for large-scale success.
Government May Offer Tax Benefits
Industry leaders have also urged the government to introduce:

India’s aggressive push towards 100% ethanol fuel marks one of the country’s biggest energy transitions in recent years.
If successfully implemented, the plan could:
