According to this, the attacker who has been apprehended by the Russian authorities was planning a terrorist attack against the elite of the Indian leadership.
A statement issued by the authority said, "The detained terrorist is a native of a country in the Central Asian region." He had planned to commit a terrorist act against one of the representatives of the ruling circles of India by blowing himself up. This terrorist was recruited by one of the IS leaders as a suicide bomber in Turkey.
