The messaging platform Telegram is facing increasing legal and regulatory pressure from multiple countries. After Russia initiated criminal proceedings against Telegram founder Pavel Durov, Australia has now launched legal action against the platform for allegedly failing to remove terrorism-related content.
Australia's internet watchdog, the eSafety Commissioner, has accused Telegram of allowing videos and posts that allegedly promote terrorism and extremist violence to remain accessible despite repeated warnings. If found guilty, the company could face fines of up to 54.6 million Australian dollars (around US$38 million).
Australia Alleges Telegram Failed to Remove Terror-Linked Content
According to Australia's eSafety Commissioner, Telegram did not adequately remove videos and posts linked to some of the world's deadliest terror attacks, despite receiving multiple complaints.
The regulator claims the platform failed to take timely action against content associated with extremist violence, raising concerns about public safety and online moderation.
Commissioner Julie Inman Grant stated that the case involves disturbing content connected to incidents such as the Christchurch and Buffalo attacks, adding that Telegram had been alerted but allegedly failed to remove the material promptly.
Court Documents Reveal Serious Allegations
According to documents submitted before the court:
Australian users reported 12 posts containing alleged pro-terror content between July and October 2025.
Three of those posts reportedly contained known terrorist-related material.
Authorities claim Telegram failed to remove 10 reported posts and did not suspend the associated accounts despite receiving complaints.
These allegations form the basis of Australia's legal proceedings against the company.
Telegram Rejects the Allegations
Telegram has strongly denied the accusations and says it will defend itself in court.
The company stated that it has already removed and blocked thousands of extremist groups and channels worldwide. Telegram maintains that its efforts to combat terrorism are well documented and publicly available, arguing that it actively moderates content violating its policies.
Massive Financial Penalty Possible
If Australia's court determines that Telegram violated the country's online safety regulations, the company could face a fine of up to:
54.6 million Australian dollars
Approximately US$38 million
The case is being closely watched as it could set an important precedent for how governments regulate global messaging platforms.
Russia Also Intensifies Action Against Pavel Durov
Telegram's legal troubles are not limited to Australia.
Russia has recently escalated its case against founder Pavel Durov, accusing him of facilitating terrorist activities through the platform.
Russian authorities allege that Telegram has been used by hostile groups to coordinate attacks inside the country. According to officials, a criminal case has been registered, and Durov has reportedly been placed on an international wanted list.
If convicted under Russian law, he could face severe legal consequences.
Telegram Continues to Grow Despite Regulatory Challenges
Despite increasing scrutiny from governments worldwide, Telegram remains one of the world's largest messaging platforms.
According to the company:
Telegram has more than one billion monthly active users.
Founder Pavel Durov left Russia in 2014.
The company has been operated from Dubai since 2017.
Durov currently holds citizenship of France and the United Arab Emirates (UAE).
Why This Matters
The simultaneous legal actions in Australia and Russia highlight the growing global debate over how messaging platforms should balance privacy, free expression, and content moderation. The outcome of these cases could influence future regulations governing encrypted communication platforms worldwide.
