America's chaotic withdrawal from Afghanistan may have influenced Putin that Biden would not consult allies this time around.
Biden was criticized for not discussing the withdrawal of troops from Afghanistan with allies. But the US President ignored this issue during his speech.
Biden particularly emphasized the key role Europe has played in responding to Russia's attack, which may be part of his administration's continued effort to mend ties.

Biden promised during the election campaign that he would restore America's position in the world and improve relations with allies that have deteriorated during the Trump tenure. To this, he indicated that his efforts have yielded concrete results while a lot is at stake.
