UP Budget: A budget of 8 lakh 8 thousand 736 crores was presented in the House, a 9 percent growth compared to last year

The budget of the UP government was presented on Thursday. Finance Minister Suresh Khanna presented the budget at exactly 11 am.

 

The Finance Minister said these things.

 

For this, the state government has prepared a sector-wise action plan by identifying 10 sectors such as agriculture and cadre services, infrastructure, industry, IT and electronics, health and family welfare, education, tourism, urban development, financial services, energy, capital investment, etc.

 

The concerned departments of the state government are working on the sector-wise action plan, which is being reviewed regularly.

 

With dedication towards the work of sustainable development for smooth policy implementation, making business easier, ease of doing business and attracting investment, the overall flow of balanced investment in all the regions of the state and long-term values ​​and arrangements for the improvement of the lives of the citizens have been ensured.

 

Our government is committed to implementing its mission of establishing the state as a major investment center and the growth engine of the country.

 

The fiscal deficit of the state remained within the prescribed limit.

 

NITI Aayog, Government of India has published a report regarding the fiscal condition of the states for the period from financial year 2014-2015 to 2022-2023, in which Uttar Pradesh has been placed in the category of leading (front runner) state.

 

The consolidated "Fiscal Health Index", which was 37.0 in the period from 2014 to 2019, has increased to 45.9 in 2022-2023.

 

According to the report, there has been a significant improvement in the quality of expenditure. Capital expenditure ranged between 14.8 percent and 19.3 percent of total expenditure during the period from 2018 to 2023.

 

During this period, this ratio was higher than the average ratio of the major states of the country.

 

Capital expenditure in the social sector increased by 27 percent and revenue expenditure by 9 percent annually. Similarly, a substantial increase in capital expenditure was also reflected in economic services.

 

In the financial year 2018-2019, expenditure on health and family welfare was 4.9 percent of the total expenditure, which increased to 6.5 percent in the year 2022-2023, which was the highest among the major states of the country.

 

The fiscal deficit of the state has remained within the prescribed limit.

 

Due to revenue savings and primary savings, a reduction in indebtedness as a percentage of gross state domestic product was recorded.

 

I would like to present before this honourable House some main points of the study report published by the Reserve Bank of India in the financial year 2024-2025 regarding the budget of the states.

 

The share of Uttar Pradesh in the own tax receipts of all the states of the country was 9.9 percent, 10.5 percent, and 11.6 percent respectively in the years 2022-2023, 2023-2024, and 2024-2025, which is the highest in the country after Maharashtra.

 

In the said years, the expenditure on interest about revenue receipts in all the states was 12.6, 12.3, and 12.1 percent respectively, while in Uttar Pradesh this percentage was 10.3, 9.4, and 8.9.

 

As a percentage of gross state domestic product, the average of own tax receipts of all the states was 6.5, 7.0, and 7.2 percent respectively in the said years, while in Uttar Pradesh this ratio was 7.6, 9.8, and 10 percent respectively.

 

Work on the establishment of smart classes.

 

Work is being done on the establishment of ICT labs and smart classes in primary and higher secondary schools of the state.

 

A plan has been proposed to establish smart classes and a fully digital library in government polytechnics.

 

The establishment of a Center of Excellence has been proposed to promote Artificial Intelligence.

 

An action plan is being prepared for the establishment and renovation of Science City, Science Parks, and Planetariums in the state.

 

Apart from Municipal Corporations, work will be done through the convergence of various schemes to develop 58 municipal bodies of the district headquarters of the state as ideal smart municipal bodies.

 

For this, a provision of Rs 2.50 crore per municipal body, thus a total of Rs 145 crore is proposed.

 

Special gift to the youth of the state

 

On the occasion of Innovation Day, UP Startup Samvad and Expo was organized in which the first three startups were awarded prizes of Rs 1 lakh, 75 thousand, and 50 thousand respectively, and the remaining 05 were awarded prizes of Rs 25 thousand each.

 

Work is being done on the establishment of an innovation fund to connect the youth with innovation in the state so that the startup ecosystem can be developed in the state.

 

An increase in the honorarium of PRD volunteers is proposed and arrangements are being made to provide about 20 lakh additional employment days to the volunteers.

 

Sports material is being provided as an incentive to about 80 thousand Yuvak and Mahila Mangal Dals formed at the Gram Panchayat level.

 

Under the MNREGA scheme, 27.40 crore man-days have been created till January 8, 2025, against the target of 26 crore man-days in the last financial year 2024-2025, and 100 days of employment has been provided to 3,13,076 families. Uttar Pradesh ranks first in the country in man-day creation and financial progress.

Under the MNREGA scheme, the participation of women in the financial year 2024-2025 is 42 percent.

 

Under the Uttar Pradesh Skill Development Mission, in the last 6 years, 15.25 lakh youth were provided free employment training, and 5.71 lakh youth were employed by linking them to employment/self-employment.

 

Under the Apprentice Scheme, so far 2,54,335 youth have been employed in industries and MSMEs.

 

Under the One District One Product Financing Scheme, in the years 2024-2025, till December 17, 2024, margin money of about Rs 10,560 lakh was distributed benefiting 1,838 beneficiaries, and 34,500 jobs were created.

 

A total of 6,62,672 enterprises were registered through Nivesh Mitra in the financial year 2024-2025 till November 2024, in which 59,64,048 jobs were created.
