US intelligence agency CIA Chief William Burns said that raising concerns over the use of nuclear weapons in the Russia-Ukraine war has had an effect. He said- Indian Prime Minister Narendra Modi and Chinese President Xi Jinping had expressed concern about the use of nuclear weapons in the war. This has affected Russia. We do not think that he will now use nuclear weapons in war.
In an interview with CNN, Burns said - I do not think that Russia has any plan to do nuclear attack in today's time. They only threaten to use nuclear weapons. PM Modi and Jinping express concern about the war. Its impact is being seen.
Russia has a strategy
Burns said- Putin says that Russia is attacking under a strategy. They will pick up nuclear weapons for the security of the country. That is, they will do this in retaliation. Putin had said – America's nuclear weapons are present in Europe but Russia's weapons are not on the border of any country. We do not intend to deploy nuclear weapons. But we can go to any extent for the security of our country.
To understand the extent to which Putin can go, one should listen to President Putin's remarks in a 2018 documentary. Putin had said, 'If someone decides to wipe out Russia, we have a legal right to respond. Yes, it will be a disaster for humanity and the world, but I am a citizen of Russia and also the President of this country. Why do we need a world without Russia?'
Putin's threat to America
Putin has already made it clear that he will not use nuclear weapons. Putin openly threatened America without naming it. Putin had said – no one should be under the misconception that Russia is behind. We have the world's most dangerous nuclear weapons, but we will not use them first on our side.
Today's era is not of war: Modi
In September 2022, Prime Minister Narendra Modi met Russian President Vladimir Putin on the sidelines of the SCO meeting held in Samarkand, Uzbekistan. In the conversation between the two for about 50 minutes, PM Modi said – Today's era is not of war. We have also talked about this on the phone many times that democracy runs on diplomacy and dialogue.
During the meeting, Putin had told Modi – I am aware of your position and your concerns on the war with Ukraine. We want all this to end as soon as possible. We will keep you updated on what is happening there.
India in support of peace
Since the Russia-Ukraine war that began on February 24, Prime Minister Modi has spoken to Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky several times over the phone. In October, PM Modi had a conversation with President Zelensky. During this he had said – there can be no military solution. India is ready to contribute to any peace effort.
