Retired British Army officer and member of the House of Lords Richard Dante talks about Putin's health issue during an event on Sky News. He told the outlet that it shows how healthy the Russian president is -- or isn't.

Lord Danat told the outlet, "People curious to know about the matter are now seeing that his (Putin's) hands are looking quite dark from above.
