New Rules 1 July 2025: From railway fare to Aadhaar-PAN... these rules have changed across the country from today, it will affect your pocket

Today, from July 1, 2025, many big changes are being implemented in the country, which will directly affect your pocket, travel, and everyday life. From Aadhaar-PAN linking to railway ticket booking, credit card rules, and bank charges, there is a stir of new rules everywhere. Let's understand these changes in simple words.

 

The central government, railways, and banks have together made changes in many rules. Some of these may be beneficial for you, while some may be heavy on your pocket. Let's take a look at these changes one by one.

 

Aadhaar-PAN linking is now necessary.

 

Aadhaar verification has become mandatory for new PAN cards from July 1. Under this decision of the Central Board of Direct Taxes (CBDT), if you are going to get a new PAN card, then an Aadhaar number will have to be given. At the same time, those who already have a PAN card will have to link their Aadhaar with their PAN by December 31, otherwise their PAN card may be deactivated.

 

Earlier, government documents like driving license or birth certificate were enough, but now it will be difficult to get a new PAN without an Aadhaar. This rule has been brought to make your tax process more transparent.

 

The date for filing income tax returns extended.

The good news is that CBDT has extended the last date for filing an income tax return (ITR) from 31 July to 15 September. That is, employed people will now get 46 days extra time. If your documents are ready, then you can avoid last-minute technical problems by filing returns early.

 

This change has brought relief to those who are unable to file returns due to lack of time. But, there is a risk of glitches on the website due to delay, so it is better to finish the work early.

 

Change in Tatkal booking and ticket prices on railways

Railways have also implemented new rules for passengers. Now Aadhaar verification will be necessary to book Tatkal tickets. Also, two-factor authentication will be implemented for ticket booking (online or offline) from July 15, in which OTP will come on your registered mobile number.

 

Apart from this, there is also going to be a slight increase in the prices of railway tickets. There may be an increase of 1 paisa per kilometer for non-AC coaches and 2 paisa per kilometer for AC coaches. Also, the reservation chart will now be prepared 8 hours before the departure of the train, so that waitlisted passengers get time to make other arrangements.

 

Changes in credit card rules

 

Big banks like SBI, HDFC and ICICI have changed the rules of credit cards. SBI has discontinued air accident insurance on purchasing air tickets with its premium cards (like SBI Elite, Miles Elite, and Miles Prime). Along with this, the method of calculating the minimum amount due (MAD) for the monthly bill will also change.

 

HDFC Bank has decided to levy a 1% transaction fee on rent payments, online skill-based games above Rs 10,000, and utility bills above Rs 50,000 (excluding insurance), limited to Rs 4,999 per transaction. The same fee will apply for loading more than Rs 10,000 in digital wallets.

 

ICICI Bank has also introduced new charges for ATM transactions. The first five withdrawals at ICICI ATMs will be free, after which Rs 23 will be charged for every withdrawal. At non-ICICI ATMs, Rs 23 (cash withdrawal) and Rs 8.5 (non-financial transactions) will be charged after three free transactions in metro cities and five free transactions in smaller cities.

 

Axis Bank has also increased ATM charges. For savings, NRI, trust, priority, and burgundy account holders, withdrawals from non-network ATMs after the free limit will be charged Rs 23 per transaction.

 

Ban on old vehicles in Delhi

 

The Delhi government has implemented a fuel ban on old (End-of-Life) vehicles from July 1 to keep the air clean. Under this, ANPR cameras have been installed at 520 petrol and diesel stations in Delhi, which will check the registration number of vehicles with the VAHAN database. If the vehicle falls in the EoL category, it will not get fuel.

 

This step is a big step towards improving Delhi's air, but old vehicle owners may now have to think about new vehicles.

 

New rules of GST and RBI

GSTN has made GSTR-3B return non-editable from July. Now this return will be auto-populated from GSTR-1/1A data and it cannot be changed after submission. This is an important change for businessmen.

 

At the same time, RBI has changed the timing of the interbank call money market from 9 am to 5 pm to 9 am to 7 pm. This will give banks two more hours to borrow and lend funds.
