Now it will be impossible to occupy Waqf properties, every penny of the property will be recorded on the 'Umeed Portal'

The Central Government has notified the 'Integrated Waqf Management, Empowerment, Efficiency and Development Rules, 2025' regarding various aspects of the Waqf (Amendment) Act. These include portal and database of properties, audit and maintenance of accounts.

 

Each Waqf property will have a unique identification number.

 

With the notification of the rule, the process of uploading and updating Waqf properties on the portal will start. The Joint Secretary in the Ministry of Minority Affairs will monitor the operational control of the portal and database.

The portal and database will automatically generate a unique identification number for each Waqf property coming on record. This will be used for all future references and tracking and monitoring of properties.

 

As per the notified rules, the Mutawalli will enroll them on the portal and database using their mobile number and email. If a complaint is received about a property being wrongly declared as Waqf, the designated government official will have to complete the investigation within one year of receiving the reference from the District Collector.

 

The Waqf (Amendment) Act was passed by Parliament in April

The Union Ministry of Minority Affairs recently sent draft rules to the Union Law Ministry to implement the Waqf (Amendment) Act, 2025. It is likely to be introduced in the upcoming monsoon session of Parliament starting July 21. The Waqf (Amendment) Act was passed by Parliament in April.

 

It aims to bring about sweeping changes in the regulation and management of Waqf properties. The Supreme Court had reserved its verdict after hearing various petitions against the controversial provisions of the law. The next step after the notification of the central rules is the formulation of model rules for the state.

 

A committee of retired officials of the Law Ministry and other experts will be formed to formulate model rules. The states can adopt the model rule with some modifications.

 

This work has to be done for uploading the details of the Waqf and properties

For uploading the details of Waqf and properties and maintaining the accounts, the state governments have to appoint a Joint Secretary-level officer in the respective states as a nodal officer, who will work in collaboration with the centralized support unit.
