
China has again blocked the inclusion of Lashkar-e-Taiba terrorist Shahid Mehmood in the list of Global Terrorists. India and America had brought proposals for this to the United Nations Security Council. This is the fourth time that China has supported Pakistani terrorists. Earlier also China had opposed the proposal to declare Jaish-e-Mohammed commander Abdul Rauf, terrorist Abdul Rehman Makki and Jaish-e-Mohammed chief Maulana Masood Azhar as Global Terrorists.

According to the US Treasury Department, the terrorist Mahmood is the leader of Lashkar-e-Taiba (LeT). Mehmood has been associated with this terrorist organization operating from Karachi, Pakistan since the year 2007.
From June 2015 to June 2016, Mahmood was also the Vice-Chairman of Falah-e-Insaniyat (FIF), an organization that funds Lashkar-e-Taiba. In 2014, he was the leader of the FIF. In August 2013, Mahmood was identified as a member of the publication wing of LeT.

In August, China blocked a proposal from India and the US to designate Abdul Rauf, the commander of the Pakistan-based Jaish-e-Mohammed (JeM) terrorist group, as a global terrorist.
China had also put on hold proposals to nominate Maulana Masood Azhar, the chief of Pakistan and UN-banned terrorist Jaish-e-Mohammed.
What happens after being declared a global terrorist
The decision to declare any person a global terrorist is taken by the Security Council of the UN. The Security Council has five permanent members (USA, China, France, Russia, and the UK), and 10 non-permanent members. Any person can be declared a global terrorist only after the consent of all the permanent members. After the name appears in this list, there are mainly three types of action.
The government gets the right to confiscate the property of a person who is declared a global terrorist. In any country in which such a person's property resides, it shall be confiscated. In this case, the person concerned is also barred from getting any kind of financial help.
Traveling of such a person is also banned. No country allows entry to a person who has been declared a global terrorist. Even in the country where he lives, he is not allowed to travel of any kind.
It is ensured that such a person does not get weapons in any way. The supply and sale of all weapons are stopped. This includes small to large weapons.
The motion is passed after the consent of all the members
Any of the member countries of the Security Council can bring this resolution. Permanent member countries also have the right to veto. Such a motion is passed only when the consent of all the members is obtained. If any member files an objection, the motion cannot be implemented.
