Diwali 2021: Fireworks have been a part of the Diwali festival for a long time, but in the last few years, the situation has changed due to the strictness of the Supreme Court, different High Courts, and the National Green Tribunal regarding pollution. This year also the Supreme Court has passed the order. In many places, the fresh government, pollution control board, and district administration have issued orders. In this article, we are going to tell you the situation across the country regarding firecrackers.

 

First of all, about the order of the Supreme Court. On October 29, Justices MR Shah and AS Bopanna directed all state governments to ensure strict compliance with its previous orders regarding firecrackers. In fact, in 2017 itself, the Supreme Court had ordered to start the production of green firecrackers in the country. The court has banned the more polluting traditional firecrackers. The court has allowed the production, sale, and use of only green firecrackers. It has also been said that if the level of pollution in a city exceeds a certain standard (AQI 200), the local administration will also have to ban green crackers.

 

what are green crackers?

 

The material thought to be the most harmful in pyrotechnics in the past is the different forms of barium. Barium is not used in green crackers. It does not produce deep and long-lasting smoke. Apart from this, there is very little use of harmful ingredients like aluminum, potassium nitrate in these firecrackers. Their noise level is also much lower (110 to 125 decibels) than old crackers.

Due to the already high level of air pollution, the Delhi government has banned all types of firecrackers in the state. Haryana has also completely banned firecrackers in 14 districts adjoining Delhi-NCR. In districts like Ghaziabad, Noida, Meerut of Uttar Pradesh, the local administration has imposed a complete ban on crackers. The reason here too is that the level of air pollution has already increased. Rajasthan has also banned firecrackers in the cities falling in the NCR region.

 

Ban lifted in West Bengal

 

The Calcutta High Court, in an order dated October 29, had banned the sale and use of all types of firecrackers in the state. The High Court had said that it is difficult to know whether the banned material has been used in the crackers being sold and running on the road. Therefore, it is right to impose a complete ban on firecrackers. It was challenged in the Supreme Court. On November 1, a bench of Justices AM Khanwilkar and Ajay Rastogi lifted this stay. The Supreme Court said that it has allowed green firecrackers throughout the country. Apart from this, there should have been some concrete reason behind giving such a strict order, which is not visible in the order of the High Court.

 

Status of rest of the country

 

In Odisha too, the state government had completely banned firecrackers. But after the intervention of the High Court, it has now been removed. People will be able to burst green crackers from 8 pm to 10 pm on Diwali. In Assam, it is allowed to burst green crackers from 8 to 10 pm on Diwali and 6 to 8 on the morning of Chhath.

 

Karnataka has allowed the sale of green firecrackers between November 1 and 10. The Punjab government has issued an order allowing only green crackers to be burst during Diwali and Gurpurab. States like Chhattisgarh, Tamil Nadu, Jharkhand have also issued orders following the directions of the Supreme Court. Almost every state or district administration has ordered the use of green firecrackers only during the stipulated time. The police have also been asked to take action against the producers, shopkeepers, and common people who do not follow the rules.
