Parliament: Now members will not be able to raise slogans during oath-taking in Lok Sabha, Speaker Om Birla amended the rule

After some members of the Lok Sabha raised slogans during the oath, Speaker Om Birla amended the rule, according to which elected MPs cannot make any additional comments while taking oath as a member of the House.

 

Om Birla has added a new clause in 'Direction-1' in the Speaker's Instructions to regulate certain matters related to the functioning of the House, which was not part of the rules. According to the amendment in Direction-1, the new clause three now states that a member will not use or express any word as a prefix or suffix when he takes the oath. That is, he will not make any comment.

 

The decision was taken for this reason

This amendment comes in the backdrop of slogans like 'Jai Samvidhaan' and 'Jai Hindu Rashtra' raised by many members while taking oath last week. One member also raised the slogan 'Jai Palestine', to which many members also objected.

 

The Lok Sabha Speaker had requested the members to stick to the prescribed format while taking oath, but it had no effect. Parliamentary Affairs Minister Kiren Rijiju alleged that many members used the important occasion of taking oath or affirmation to send a political message.

Birla said that a total of seven meetings were held during the session and the House ran for about 34 hours. 539 newly elected members took oath during the session. Apart from this, Om Birla was re-elected as Speaker in the first session and the President's address was also held. On Tuesday, the Lok Sabha was adjourned indefinitely.

 

Om Birla also informed that 68 members participated in the discussion on the motion of thanks on the President's address. Referring to the election of the Lok Sabha Speaker held on June 26, Birla expressed gratitude for being elected Speaker for the second time by voice vote. The Speaker said that on June 26, Prime Minister Narendra Modi introduced the Council of Ministers in the House.

The Lok Sabha Speaker said that the discussion on the motion of thanks on the President's address on June 27 lasted for more than 18 hours and 68 members participated in it. The discussion ended with the reply of Prime Minister Narendra Modi on July 2. Birla further said that the appointment of Rahul Gandhi as the Leader of the Opposition in the Lok Sabha was announced in the House on June 27.

Om Birla expressed his gratitude to Protem Speaker Bhartruhari Mahtab for the smooth conduct of proceedings during the oath-taking of the newly elected members and the election of the Speaker. He also thanked Prime Minister Modi, Parliamentary Affairs Minister Kiren Rijiju, leaders of various parties, and members of the House for contributing to the smooth running of the House.

Parliamentary Affairs Minister Kiren Rijiju slammed the Congress-led opposition coalition INDIAA for deliberately disrupting Prime Minister Narendra Modi's speeches in both Houses of Parliament. In a press conference, Rijiju said that the Congress and other opposition parties were allotted enough time to raise all issues during the discussion on the motion of thanks to the President's address and yet they chose to disrupt the Prime Minister's reply in both Houses of Parliament.

 

Rijiju said that some disruptions during the speech are okay, but disrupting the entire two-hour speech of the Prime Minister by raising slogans is not appropriate. This has never happened. The minister said that the government will never allow the Congress' strategy of disrupting the proceedings of Parliament to succeed.
