Kerala Varsities Chancellor Controversy: Kerala Governor Arif Mohammed Khan has questioned the legal validity of the provisions of the bill being brought by the Left government to curtail the Governor's powers as Chancellor of universities in the state and to take away the post of Chancellor from the Governor. Is raised. The Governor said that the Supreme Court has laid down that if the state law is contrary to the UGC rules, then the UGC rules will prevail. Laws cannot be made in the state against the rules of UGC.

 

 

Khan told reporters that the UGC rules have been made keeping in mind the fact that governors are ex-officio chancellors of universities. The governor said that anything...any provision, whatever bill they pass if it is against the UGC rules, it cannot become law. He alleged that the government is taking such a step because they are completely disappointed and desperate. Khan said that if anyone tries to tamper with the rules of that system.. that would be against the UGC rules. So, don't you worry about these things? They are taking out their frustration. They are feeling dejected.

 

He said the law is very clear – it is the responsibility of the university chancellor, not the government. Legally speaking, the university is not your responsibility. You are interfering in the everyday affairs of the university. Although the Chancellor has the power of law, I think the university is... It is not the job of the Chancellor to run the university. This is the job of the Vice Chancellor.

 

Khan said the Chancellor's job is to ensure that there is no interference from the executive or from anywhere in the functioning of the university.

The governor said that the autonomy of the university is respected. His statement came a day after a cabinet meeting chaired by Chief Minister P Vijayan decided to make necessary amendments to the rules of 14 public universities in the state to replace the governor with eminent educationists.
