
A controversy has erupted over the new notification issued by the University Grants Commission (UGC). The matter has now reached the Supreme Court. A petition filed in the Supreme Court challenges the new UGC guidelines, alleging caste-based discrimination.
The petitioner alleges that the UGC has excluded certain castes from institutional protection, which is completely contrary to the definition of inclusive development.
The UGC recently issued a new notification. According to the petition filed in the Supreme Court, under Rule 3(c) of the notification, the UGC has failed to provide protection to unreserved candidates and teachers.
Serious allegations against the UGC in the petition
A person named Vineet Jindal has challenged these UGC rules in the Supreme Court. Vineet alleges that the UGC is engaging in caste-based discrimination.
According to the UGC's definition, caste-based discrimination only applies to SC, ST, and OBC categories, and general category candidates have been completely ignored. However, the reality is that general category candidates also face problems based on caste.
Demands made in the petition
In his petition, Vineet Jindal has demanded that the central government and the UGC be directed to issue an interim order to establish centers for equal opportunities, a common helpline number, and an ombudsman mechanism for all candidates. He also calls for a reconsideration of the definition of caste-based discrimination.
What are the new UGC rules?
The UGC has introduced the ‘Promotion of Equity in Higher Education Institutions Regulations, 2026’. Under these regulations, four main directives have been issued:
Equity Committees and Equity Squads will be constituted in every university/college.
A 24x7 helpline and grievance redressal system will be established in all institutions.
A safe environment will be provided to SC and ST category candidates in the institutions.
Those who violate the rules will have their recognition revoked or their funding withheld.
