The Central Government is investigating the blast as a terrorist incident. Although an FIR has already been registered under the UAPA, Terrorism and Explosives Acts, the Central Government confirmed on Wednesday that agencies are investigating the blast as a terrorist incident.
A statement issued by Prime Minister Modi after chairing a meeting of the Cabinet Committee on Security said, "The nation witnessed a heinous terrorist incident perpetrated by anti-national forces through a car bomb explosion near the Red Fort on the evening of November 10, 2025. The Cabinet reiterates India's unwavering commitment to a policy of zero tolerance towards terrorism in all its forms and manifestations."
Preparations were made to purchase explosives with Rs. 20 lakh in cash.
Investigating agency sources have revealed that the blast accused, Dr. Muzammil, Dr. Adeel, Umar, and Shaheen, together collected approximately Rs. 20 lakh in cash. This amount was handed over to Umar. Subsequently, they purchased over 20 quintals of NPK fertilizer worth Rs. 3 lakh from Gurugram, Nuh, and surrounding areas to prepare the IED. Furthermore, there was a financial dispute between Dr. Umar and Dr. Muzammil.
Planned explosion or a desperate blast?
Officials suspect that after the arrest of the Faridabad terrorist module, the terrorists, in desperation, carried out the blast near Delhi's Red Fort.
Investigative agencies are investigating every aspect of this case. Authorities have also found a Jaish connection in Telegram chats. Previously, information had emerged that Dr. Shaheen Saeed, a member of the terrorist module, was in contact with Sadia Azhar, the sister of Masood Azhar.

After the arrest of the Faridabad module, the Jammu and Kashmir Police uncovered a network of terrorists. According to police, they were likely receiving instructions from across the border and were linked to the terrorist group Jaish-e-Mohammed.
